Dubai, UAE — Dubai Municipality and Dubai Courts have signed a cooperation agreement to establish the Citizens’ Home Construction Dispute Resolution Center at Al Manara Center, strengthening dispute resolution mechanisms for housing projects across the emirate.
Dubai Municipality will deliver technical and logistical support, including engineering expertise, to facilitate smoother operations and reduce litigation timelines. Dubai Courts, meanwhile, will operate the centre to the highest judicial and administrative standards, introducing innovative approaches to enhance efficiency and citizen satisfaction.
A Supportive Framework for the Housing Sector
The centre is designed to address disputes arising from home construction contracts between citizens and contractors. It aims to promote social and family stability, uphold legal protections, and ensure project continuity in an environment of regulatory certainty and innovation.

Eng. Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, commented:
“This collaboration with Dubai Courts to establish the Citizens’ Home Construction Dispute Resolution Center marks an important step in strengthening Dubai’s housing ecosystem and ensuring its sustainability.”
He highlighted the initiative’s role in reinforcing institutional cooperation and providing dignified, streamlined services aligned with leadership vision.
Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, described the initiative as:
“A qualitative leap in developing legal services related to housing projects … providing an integrated environment for dispute resolution, reducing litigation time, easing the burden on courts, and accelerating access to fair solutions …”
He emphasized the centre as a model for inter-agency collaboration and high-quality public service delivery.
